Content of SSME standards?

If a group agreed on standards for a Master’s program or undergraduate certificate — would you recommend including the stringent standards for facilities and faculty (as in ABET standards)

OR

Might it be a good idea to first require an existing accreditation (such as ABET) as a pre-requisite and focus specifically on the service science aspects of the educational program?

The Technology Innovation Program (TIP) at the National Institute of Standards and Technology (NIST) announces a call for White Papers to identify societal challenges, in areas of Critical National Need, that can be solved through novel, high-risk, high-reward transformational research. White Papers will be used to identify and select areas of Critical National Need and the associated technical challenges to be addressed in future TIP competitive funding opportunities.
